Lasy Edith is an Irish locomotive
This "mystery car" was originally a light flat car. Work was being done so it could carry two dump car bodies. What you see on it here are a "squirrel cage" blower and motor. They wanted it wto serve as a leaf blower, keepign tracks clear in Autumn.
A seasonal problem is leaves on the track, which can be set afire by sparks from the steam locomotive.
