These are guidelines for running a model railroad in a manner similar to real railroads. They were prepared for younger railfans, possibly as part of the paperwork included in train sets. Some of the material was lifted almost verbatim from the New York Central Railroad's "Rules of the Operating Department." The brakeman's lantern signal drawings are the same as those in the NYC's November 1902 Rules. The model railroading rules had to be realistic. In 1952, people had much more direct contact and familiarity with railroads than folks do today. The model railroading rules had to be realistic, if basic.
